It is needed everywhere other than the US
The US is sitting on a majority of the addresses, it's Europe and Asia that need IPv6 since most of their connections are natted. When I was working at Lucent, they had an entire class A network, so many addresses that they actually used them for internal addresses when they could have easily used the addresses ranges normally used when nat'ing; just plain Wasteful. I am sure that they are not the only ones squating on such valuable addresses.
