ARPANet was a project put together by universities and the military as a means to keep information flowing in case of some sort of massive disaster (such as a nuclear war).

Al Gore, in spite of his claims had precious little to do with the creation of the Internet - except, perhaps to vote on a bill or two that funded the research. Given that, anyone else who was in Congress and voted on the bill can make a similar claim. Most, intelligently did not.

I will agree though, that the Internet should not be under the domain of the UN. It's bad enough when American politicians like Al Gore insist on sticking their grubby fingers into the pie, but to have some tin pot dictator in some 5th world country dictating what should or should not happen just doesn't cut it. Gee... Maybe Kofi and company would like to get Al Qaeda's or Hamas' or the PLO's input on things they'd like to see on the Internet.
