The more pressing question is
who SHOULD NOT govern it.

Control and authority should neither be handed over to powerful for-profit corporations, nor to one single government.

The Internet Authority should be under the control of non-profit organizations and it should be audited continuously by other non-profit organizations.

IETF, IEEE, etc. have managed to put forth public standards in a process where academia and industry can and actively participate. The governance should be according to open procedures.

People may say that open standards processes are too slow and not completely devoid of politics. Although this is true, the prospect of the control handed over to 'quick-thinking' powerfull for-profit firms will only open Internet to monopolistic abuses.

The bottom line is that, the people who are appointed to these tasks must have the interest of all in mind and be up to the task in terms of common sense and education. Although this is too romantic, the system and mechanisms are irrelevant when bad individuals are in control.

I better have the right people in charge of an imperfect system, vs a 'perfect system' were greedy, self-serving individuals are in charge wink
