free trade is hard but it is good
imported stuff is cheap to buy.
If you put tariffs on imported stuff, you might create a local industry, but for all folk inside the tariff zone, the stuff is now more expensive.
You don't gain exports, because people buying your exports put tariffs on them, following your example.

As stuff is more expensive for people inside and outside the tariff zone, people are less movitated to buy the stuff, and therefore to work to get it.
(I'd love a $150,000 megacar but I'll never afford it - wow I can get a $30,000 megacar if I save for two years!)

Trade Tariffs seem like a good idea, but they never have been historically.
