From the article: "Dozens of delegates from developing nations echoed Annan's remarks throughout the rest of the day, arguing that their governments do not have a voice in the way the Internet is operated and that more money and investment from richer nations is the only way to end the so-called digital divide."

Am I interpreting this correctly? Could the quote be rephrased "Richer nations give us your money and then stand aside and let us developing nations control the internet"? Why do the "richer" nations have a responsibility for ending the digital divide?

Does anyone believe that the "digital divide" is the factor stifling the growth of the "developing" nations?
