So what part of "open file format" is it that you do not understand???
If Massachusettes uses an open well documented, standard that is controlled by all, they will not be locked into a single vendors products and will be able to get competitive bids, and migrate to another platform as easy as a version upgrade.

Citizens will also be able to use any ODF compliant application to view and modify state documents.

Really pretty simple.
