The Difference

Unlike the UN, BG can't FORCE those things on users. I'm sure he'd like to do so, with MS reaping the income, but even MS can't force those things on people. It takes governments / New World Orders(UN) to use the threat of jail/impoverishment/death to force them on people.

E.g. UN says 'Pay us x$ or else your company's website goes offline forever.' If the UN is allowed to assume control of the Net, I could see it happening sooner rather than later.
Also, the UN could say 'Your site contains material that denigrates Kim Jong-Il and Fidel Castro. Under UN mandate 55677466759, you are hereby charged with sedition in Korea and Cuba. Your court date is tomorrow at the World Court in Brussels. Failure to appear is considered to be an admission of guilt.'
