Xerox was second in the chain.
Douglas Engelbart (with funding from the U.S. Air Force) published a seminal paper in 1962 and demo'd a system in 1968, which influenced the folks at Xerox:

Bletchley Park

Apparently Engelebart had formulated many of his ideas while employed by NACA (forerunner of NASA) and the Stanford Research Institute, showing once again that most of the major breakthroughs in computer technology have come via the public rather than private sector (with the possible notable exception of IBM's T.J. Watson Research Center; even it started life in a former frat house near Columbia University). Indeed, the first two true electronic programmable digital computers on the planet were funded by taxpayer money and developed at educational or government institutions-- ENIAC at U. of Pennsylvania and Colossus by the British Post Office Research Station-- rather than private industry.
