Free and open competition. There is no such animal. Some company will always be the top one and everyone will chase them. You may think that having to choose what you want, buy it and then pray that it will work with the OS you have selected is a good thing but I can remember when it was like that. No thanks.

As for helping the consumer, this will in no way help the consumer. It may help a couple of companies but that will not result in lower prices for the consumer or better equipment or software. All it does is allow the government to get its foot into the door of deciding just what a company or person can or can not put into their software. You may think that is a good idea, I don't.
