I don't think there's an a priori answer
Like Will Rogers, all I know is what I read in the papers. But it seems the idea is that the Commission could take a look at a bundled function and make a judgement call as to whether the underlying motive is to improve Windows or to damage a competitor. How their judgement is crafted to enable that is above my non-legal mind.
