The Commission is trying to set a precedent for future behavior, and that is what scuttled any agreement. The company has announced its intent to keep bundling even more applications into the "operating system." The EC wants the ability to head that sort of thing off, rather than being faced with attempts to remedy years after the effect, as in the case of the browser and media player.

Pretty high stakes, actually.
