I agree with your first statement.

"The fine is absurd and out of line."

It really is. I mean, what's 600 million when you've got 60
billion? That's only one percent! I pay six times that every time I
buy something at the store. Microsoft no doubt considers this a
cost of doing business, and they will keep right on doing what
they've been doing, because they are so obscenely wealthy--and
arrogant--that they believe they are above the law.

Judge Jackson had it right. Microsoft won't stop abusing its
monopoly until they lose their monopoly.
