It's probably right
Microsoft has spent many millions of dollars running ads claiming that the actual cost of running Windows Server 2003 is lower than running Linux.

They have a few reports that they use to prop up this contention. (Mind you, the reports were funded by Microsoft and used biased evaluation criteria and bad data, but they are from prestigious firms and most buyers don't look closely.)

So I wouldn't be surprised at reports of Linux to Windows migrations.
