A GPL operating system can perfectly run locked up Voting Machine Software without legal problems as far as i know. If the voting machine software was GPL, then the keys would only need to be bundled in only if they were needed to easily modify or copy the software or its source code. I don't know how DRM or other security keys that apply only to the data that a GPL program runs or processes are to be handled though. A GPL music player that runs DRM music can still be copied and modded without the music's DRM keys, assuming the music itself isn't also GPLd.
