Too restrictive for the common good
Consider the following use case: a new electronic voting machine is built in an open source fashion using the GNU Linux free software - the hardware is build with a key so that only signed software would run on it. Based on the proposal, such a system cannot be built upon GPL. That's bad. The trouble starts when starting to mix software license with hardware considerations and continues when mixing software license with service considerations (the license says one can stop warranty and support when the software is tinkered with but what about service in general? service is something that costs money to run and license consideration should not try to enforce business model)
