Actually, all EU countries must have conforming laws wrt to the way business is conducted (among many other things). Although legal systems may differ in individual countries, the laws are the same.

I believe that all countries are ravaged by corruption, which takes different forms and disquises. Do you have REAL DATA to back your statements that corruption at EU is much worse than that in the USA? You cannot make broad statements without COMPREHENSIVE data.

The WHOLE POINT is PRECEDENCE. EU cannot fight MS on EACH POSSIBLE PRODUCT FRONT. EU has determined that illegal practices have been conducted by giving unfair advantage to MS's own media player. This is a common MS practice. Once this is establish, then it will be used as the basis for EACH particular product in which MS followed similar practices.

Had EU tried to pursue ALL possible products, the legal proceedings would have lasted for many years.

No fine can make a difference. But EU wants to curb a pattern of unfair competition that MS has been exercising in the last 15+ years.
