This might be acceptable if...
..pornography were banned by the other generic domains. As this is unlikely, .xxx domains would be most often registered in addition to, rather than instead of .com or other domains (whether there should be a limit on the number of domains a single person or organization can register is a debate for another day). Besides which, pornographers try very hard not to have their sites filtered out, so why would they want to register a domain that's guaranteed to be blocked by every anti-porno filter in existance?

As long as "anything goes" is the rule on the Internet and the various root domains are entirely interchangable, adding new root domains for whatever reason is a waste of time.
