Applying any decency standard implies that participation is mandatory. It won't be stated that way, of course. "Websites that carry obscene content are punishable by law, unless safeguards are in place to protect children. Safeguards will consist of a .xxx top-level domain, or a $75 billion security system that can keep out any unauthorized person... and authorization will require an in-person visit by the vendor, a notorized contract, and a smart card that ensures that no child steals the password."

Not mandatory at all.
