- It seems that this will run into the same difficulties that other attempts to codify pornography-- who gets to define it? There are probably sites that are blatant-- "Porn, Porn, get yer free hot lesbian goat porn"-- and they are easily sent to the red-light district. But what about a site that claims to be "art", but not porn? How is that determination to be made? I can't think of a method that won't generate a slew of lawsuits.
