Microsoft's plan
As the U.S. government and state agencies are using more and more open source this is an obvious ploy. Brides line shows Microsofts latest:


"Open-source software--available widely through the Internet--has the potential to provide our nation's enemies or potential enemies with computing capabilities that are restricted by U.S. law,"


Why is this Microsofts plan? Well, SCO used to be a player in the open source world. Now, their claim to IP rights in Linux could be understandable but that last statement is not pointed at Linux but rather Open Source in general. Why would SCO care about open source software outside Linux? Because its not SCO. SCO is just a puppet of Microsoft and its really showing.
