Shockingly, you're pretty spot on...
The way I see it is this: you needed admin rights to install the program. At our company, that means that three people can install the program, everyone else is SOL. That means if they're worried about users installing the program, then either the admin passwords aren't very secure, or everyone in the company has admin rights.

And if any of those two are true, you're a ****** sysadmin, you deserve the headaches, and this is the LEAST of your problems.
