We've been doing this on Mainframe VMs for 20+ years.
This is really nothing new. We used to run multiple instances of an operating system on our mainframes and super-minicomputers. This is just the microcomputer world catching up with Mainframe technology from 20 years ago.

Yes, there has been some amount of confusion regarding licensing but it is a result of the infamous EULA, not virtualization.

Many EULAs are written in rather twisted legalese -- and displayed with a tiny font in a tiny window -- in the hopes that you won't actually read any of it. Do you know what your IBM or MS EULA agreement contains? If so, good for you: but you must recognize that most people simply don't.

The answer is fairly simple, but won't ever happen: write the EULA in simple English with common sense restrictions and privileges.

Sane laws produce sane results. Insane laws produce civil strife and criminalize standard human behavior. The same holds true of patents and license agreements. Fix the EULA and the question simply ceases to be.
