Oversight

1. Microsoft was judged to have behaved in a way that meant its competition was unfairly disadvantaged (note: your U.S. courts came to the same conclusion)

2. They were told to do certain things such as documenting interfaces to their servers

You left out the "(note: your U.S. courts came to the same conclusion)"

3. The documentation was late

You left out the "(note: your U.S. courts came to the same conclusion)"

4. The documentation was judged (by outsiders) to be rubbish.

You left out the "(note: your U.S. courts came to the same conclusion)"

After that, the conclusions change -- the US Court didn't have the power to do anything other than say, "so I'm stuck powerlessly pretending to supervise you for a few more years."
