Then IT failed long before the data was lost
Say a user downloads this, thinking it's a great place to store sensitive enterprise-critical data for which they are the only caretaker.

And why didn't IT offer the user a better solution for storing work related sensitive data? Users will only go searching for a solution if they haven't already been given one. The easiest way of preventing users from downloading these little utilities is to give them better service through the enterprise.

Again, the coworkers of the individual are going to blame the admin, not the departed.

Sorry, but in this case, IT deserves to take the blame. Any company that has enterprise critical sensitive data without a plan on how to protect it is setting themselves up for failure, with or without this utility.
