Only 1 of 2 possible answers to your questions
Either MS did it properly or they didn't.

1. What will happen to the protected folders when the software is uninstalled.

Proper handling: nothing happens to them but they are still inaccessible to all until the software is reinstalled.

Improper handling: an administrator will gain access to your files. Defeats the whole purpose, doesn't it?

2. Can it be uninstalled without the password

Proper handling: sure, if you have an administrative account. Still won't give you access to the folder though (see 1 above).

Improper handling: anyone can uninstall the software (even someone logged in with your account) and then gain access to all your files. The purpose of the software is to prevent people with access to your account from gaining access to one (or more) of your folders. Kind of defeats the purpose if they can simply uninstall the software and gain access to your folders, right?
