IF they migrate to the latest MS Office
They will produce documents that the vast majority of people cannot open, unless they can save in Office 97 formats. As has ben noted many times in articles here and elsewhere, 97 is the standard and the latest Office offers little incentive to "upgrade." It is the latest MS Office that is incompatible, not the other way around. No Government involvement needed.
