Not a Problem
As more governments and government agencies move to Linux and Open Office (OO), the need for proprietary MS formats decreases. My justification for this is that the governments can dictate what formats are acceptable.

ex. "Sorry Mr Jones, your online building permit application was summarily rejected because OO 1.1 was unable to read your .doc file. Please remit $75 to apply again. Please be sure that the file can be opened in OO 1.1. Have a nice day."
