Can Spam - the name says it all.
The authors of this bill seem to have spent more time coming up with a lame name than actually trying to stop spam. I find it quite amusing, since it can be taken as a rhetorical question: "Can spam act?" - probably no better than Tom Cruise.

Let's look at the slogan:

Controlling the Assault of Non-Solicited Pornography and Marketing Act

Controlling: the Act doesn't control spam at all. If it did, the we could stop it. What it does is attempt to regulate it.

Assault: can spam assault us? Assault is usually a physical thing, like "assault and battery" or "assault the senses". Spam can be insulting though.

Non-solicited: the proper term is "unsolicited". Non-solicited is clearly a made-up word to fit the anagram.

Pornography: not all spam is pornographic. In fact, less than 10% of the spam I get is to do with porn; most are about get-rich-quick schemes or Viagra.

and: hey, and is fine!

Marketing: I get lots of unsolicited marketing material everyday in my mail box - far more than in my e-mail inbox. Will this bill "control" that too?

Act: yes, it is an Act. But the letter "A" is just plain out of order, so they left it off.

The Act should have been called the "Regulation of Un-solicited E-mail Act", but then "The RUE Act" is not quite so catchy.
