You need to read the ODF license, it is basically implementable by all,
even proprietary vendors like MS. But, there is already a plugin available, and the one planed by MS only works with Office 2007, which may not be released for another year now. So, any effect of what MS may do is at least a year off. Better use the plugin that is available right now that works with current versions of MS Office.
