Its called a serive pack, not a patch pack
Actually, a service pack can include anything. Usually, they are mainly patch roll ups, but they are meant to address any issue in general as needed, and obviously, Microsoft needed to address security issues.

This is actully the first time that Microsoft has devoted a service pack to security. So far, I think Microsoft is going in the right direction. I think that you'll see a synergistic effect of these efforts around the time that Longhorn somes out, because Longhorn really is the first OS release that will be a real departure from the NT code base, which is over 10 years old now.

Microsoft, at least from a technical perspective tends to learn from its mistakes, and that means they've learned a lot!
