Apples and Oranges
It is not an OPEN standard. MS retains control, and it cannot be modified without MS's consent, however they will be free to extend it themselves. It is only the current version that would be ROYALTY FREE, but they retained enough rights over control of the future of the standard to again retain the monopoly position.

They only released it as a POTENTIAL standard when they realized that in order to maintain SOME monopoly control, an actual standard that others can use (by their rules) is the only option. They tried hardball, their bluff got called. This is nothing but a plan to try to hold onto their monopoly position as long as humanly possible. Their 78% profit margin in office is in serious jeapardy here.

It is 100% a play to extend their monopoly. I expect you know this, but are repeating the MS spin on their "standard".
