Yes, I know that Spam Filters and such exists, although none are foolproof (false - AND false + exist).

Did you happen to read the part about how It Would Cost Almost ALL Users *LESS* ???
Having Spam even exist DOES cost you now (via your ISP).
Having uninsured / dangerous drivers DOES cost YOU on your car insurance, even if you are 100% safe (if there were no accidents, insurance rates would be Very low indeed).
Think beyond the little center. Expand it outward.
