But I am actually starting to entertain the idea of pay e-mail. (I can't believe I said it.)
1) This would apply to Home Users of an ISP, not Business Users that use Cable/DSL.
2) The home user would get to send 50 e-mails per day for free. Every e-mail after that would cost a penny. (100 e-mails a day = $15/month.)
3) A cap of 500 e-mails per day should be instated, so that the 501st e-mail does not get sent and gets an auto-responder from the ISP. (This can be changed. See #5.) They are instructed to call the ISP. They would be instructed to run Anti-Virus/Trojan SW, and taught how to protect themselves from further incidents. If it reoccurs, the ISP should cut off their e-mail until resolved.
4) ISPs should drop their rates about $5-10/month. This would NOT hurt them. They will save money on bandwidth and make up money on people paying for high-use bandwidth. (This is why some even have different tier/speed services. Less $ for slower speeds, more $ for higher-speeds.)
5) Home users that have a legitimate DL (subscribed newsletter of such) would apply to the ISP for approval. The ISP should watch them a bit (bandwidth check).
The average home user does not send 50 e-mails per day, every day of the month.
The average spammer (from what I've read) sends 5,000 to 10,000 e-mails per day, and some send more, every day of the month. This penny per-mail-over-50 would cost them $1,500 to $3,000 per month. This is a pretty good deterrent. It would also send a flag to the ISP that there could be a spammer there.
Yes, this would take some changes from the ISP.
The numbers (50, a penny, 500) could be changed a bit.
