Under the current scheme of installing though
flash shouldn't have posed the problems it had with 8.0.24.0 release where even if the Admin installed the activeX, it wouldn't install for the non-Admins. It may have not been a widely known fault, but it got us here. If the Admin made a choice to install it, it should have been available to all accounts without having to do a registry hack to set everyone permissions unlike prior versions - and then to only see a brief article/forum posting of it on their website as if it were trivial.
