Personally, I think non-admins shouldn't be able to install Flash
IMO, that's the whole point of being a non-admin: you can't install stuff like Flash. Whether it means preventing my non-admin kids from downloading it, or the non-admin users whose PCs my IT department manages: that's one of the points.

And if you still think that kids or non-admin users should be able to install Flash (even if just for themselves): what if we weren't talking about Flash, but instead a spyware toolbar or keylogger?

On the other hand, there is value in letting an IT department designate a certain set of ActiveX controls that limited users can install; this is the purpose of Vista's ActiveX installer service (see blogs.msdn.com/uac for more information).
