Yes, Iosef Stalin, 25 million dead of all races, though he too had his own pogroms. Idi Amin, allegedly cannibalized his own people and put together a rather impressive body count. Pol Pot, roughly half of Cambodia's population dead and some of the most brutal repression ever seen on this planet. Mao Tse-Tung, had a fondness for little girls and was responsible for between 20 and 43 million dead, not counting the nightmares of the Cultural Revolution and other various and sundry bad ideas and instances of outright oppression. Kim Jong-Il I'll grant you because he inherited a lot of the damage, though he's very much a looming threat and is dangerously unstable as an individual. Pinochet, again, I'd put him lower on the list of nightmares. As far as my top 5 most evil people of all time, for one, it's difficult to narrow it down to just five, and for another, it's difficult to assign a rank to them. Frankly, at the top, it's difficult for me to tell which was the most evil, though Hitler was the most iconic of the evil men mentioned. Look through the blood-stained pages of history, ignore your ideology, and look at the facts. However, if it is wisdom you seek, read ?The Second Coming? by William Butler Yeats.

No, the main source of his power was his military and his charisma. While he gained power by force, the most that could be said of the US and UK's involvement in his acquisition of power was that they failed to act, and they continued on this course of inaction until it was almost too late. Still, in this case, inaction was more than terrible enough, though it wasn't nearly as responsible as you would have others believe.
