Totally Unnecessary
If Free software must be paid for by some central agency, explain how it is that it exists now.

With Linux:
ALREADY all citizens of every nation have free access to vital software tools.
ALREADY it takes advantage of the resources of an entire world.
ALREADY this means higher quality software.
ALREADY this means heightened security.
ALREADY people save money by using it.
ALREADY there is nothing to pirate.
ALREADY there is no monopoly.

With the current system you don't have the already-proven-to-be-unnecessary administrative overhead of some UN-like organization. Since we already have all of the benefits you listed (and more besides), without creating some new organization, common sense dictates that we completely ignore your well-meaning but naive suggestion.
