Reading between the lines...
"Microsoft has said it is exploring ways of further updating both PC and server versions of Windows XP prior to the arrival of Longhorn"

What was actually said was...

"Or next upgrade is right on track, it's due in mid 2008. But we can't tell our customers that or they'll get really pissed about the licences we sold them for software updates we never planned to deliver.

"So to ensure our revenue stream and keep the suckers happy, we'll ship some updates that would otherwise have free and call it SP 2 or whatever. If things look really bleak, we'll ship some developer tool updates and call it a new version. We'll do the usual 'look at all the great new stuff we've given you', even though it's useless to 90% of our customers.

"I really like this scheme since it means we dangle a carrot in front of them now, and again just before Longhorn ships. Beautiful, one upgrade for the price of 3!!"
