The real reason for Open Source quality
Is that code is only ever improved. You don't have lots of different implementations of the same thing, some good, some bad. You just have one implementation (or a very few variants) and the best one goes forward.

Open source provides the perfect re-use model. Microsoft's re-use is based on "black-box" components that they can change at any time. Open source re-uses the code itself, and only where it's good enough. If it isn't, it's replaced.

You don't see Linux or BSD or other UNIX variants being re-written from scratch, yet that is what Microsoft are saying they've had to do with Windows - twice.

The other strength of open source is that all the APIs are exposed and developers can see exactly how they work. Closed source can hide APIs or worse, not let developers know what happens when they are called outside of certain bounds.
