Anything based on XML won't be effective
Anyone with any education in data management (which is what configuratio management is largely about) can tell at once from the XML acronym that this initiative will not work effectively under any circumstances.

How long must we tolerate the computer industry trying to recycle the hierarchical database management systems that were abandoned in the world of business computing twenty years ago?

It is time to stop wasting the money of shareholders and customers on this nonsense.

Customers should look on "XML enabled" as health warning and steer clear of such products.
