This is always true
From the story: "Now, tools that people are familiar with on the consumer Web, such as blogs and wikis, are staking out ground inside businesses, often led by the end users themselves."

End users always drive technology, not companies. When PCs first arrived, most companies wouldn't support them and some outright banned them. But when users brought in their own computers and their value became obvious, companies begrudgingly decided to support/allow them.

Same thing with Internet access, PDAs, etc. Seems most companies are too gunshy to take a risk on unproven technology. That will likely follow the same pattern with Web 2.0 stuff (however one decides to define it).
