Okay, your nitpicking is certainly within bounds, as I am also nitpicking in reference to the original article.

My statement that a modifier of GPL-covered code is required to distribute the source code is incorrect. My error is that I am not considering the case where that modifier does not distribute the modified code at all.

If you look at my response in light of the section of the article which I quoted, however, you will see that the article is indeed incorrect.

The article references an individual who DOES distribute the modified product, and suggests that the modified source code will be available only at the modifier's choosing.

Clearly, if the modifier redistributes, he has no legal choice but to distribute the source code as well.
