Most H1-Bs Underpaid

Anne Broache has missed the point. What DOL found is that a very small number of employers are breaking the law by paying a wage less than they are required to pay. Most employers of H1-Bs are paying their H1-B less than what Americans are earning. In doing so most employers are following the law. The basic problem is the loopholes in the law itself. The definition of the legally required prevailing wage in the law allows figures which are well below market levels. It is a loophole problem, not an enforcement problem.
