As per tech jobs...
The current state (as expressed by hiring managers and people like Bill gates) is thatthere are not enough people whowant to take the hard classes (Math, Comp. Sci, Physics, Medicine, etc.). This results in companies looking to import the skills via H1-B or other means. Becoming a lawyer or getting an MBA get's you into high paying jobs, geting a MSCS (Masters degree) which is often the job requirement these days is not interesting to those that are in school.

Part of this is perception of the environment. If you get into some technical field, you have to compete on a global market of talent, many of the people have advanced degrees. If youplan to get into software engineering, unless you plan to work at Microsoft or Google (both require advanced degrees), you probubly will not apply (why bother, youhave to compete with people all over the world).

The United States does not emphasize being smart, the schools don't (as much as people wish they would) teach the kids to be competetive, and families are working hard to make money rather than dealing with the upbringing of children. This leads the children to de-emphasize education and look for the quick buck. If they are academically motivated, it is unlikely that they want to be a engineer, programmer, scientist or some other technical position.

That is the root of the problem, in a nutshell. To resolve this, companies inmport labor and talent.
