My Plan...

Make H1B employers pay the government and then let the government pay the H1B employee. And......... Since H1B employers say they only need H1B visa employees because they cannot find qualified U.S. citizens, then those more-qualified H1B employees should be earning a premium rate which is what the government should be charging.

I think we'd see some backpedaling on the great need for the H1B program then.
