Too bad that wouldn't work
Someone, and it only takes one, just removes the marker. That's the problem. There is some one always out there ready to remove the road blocks. And a population of people, those being net users, will always follow the path of least resistance.

So you make P2P difficult they will move to pay services but once someone removes the difficulties they will take the free stuff again. Morals go out the window when you talk about a population of people doing something as morals are individual things. I mean you could be totally against killing but when the mob drags the queen of france out to behead her those morals are no where to be found.
