MS actually tried to push embedding years ago
Actually MS came up with some sort of idea of font embedding
in web pages around 1998 or so. The idea was to subset the
things. It failed.

I think the main reason for failure was that most people back
then, even many small business, relied in 28kbs dial up modems
and the embed made the files too big. It would be more likely
today, but still requires high speed connections. If you want to
try this, find a pdf on a site and click on it. Check the download
time. You can open it in Adobe Reader and check document
properties on the file menu to see if the font is embedded and
whether it?s subset or not.. A large pdf with a number of
embedded fonts will be pretty big. With just one or two fonts it
will be ok, depending on the settings that were used to render
the pdf.
