I think he is using that term differently. I agree that it doesn't really fit here. The only explanation I can see is that since they started the "core web fonts" and controlled it, they exclusively controlled the fonts - therefore, monopoly. And now, since the "core web fonts" program is closed, they still retain exclusive control over them until someone comes along and changes the way they are done.

IMHO, I don't think he meant it in an anti-trust, lets bust up Microsoft way.
