For the user, I think it's just a matter of having broadband
They could sell IP phones that could just connect to a router or sit between a cable or DSL modem and a computer and work with some software to provide extra features. They could sell a bundle of software with a handset/headset. Hell, with the right software, which could also include a dialer, you could talk into a $6 microphone and listen through $6 speakers.
