The only people the FBI could use this against are ordinary citizens. Anyone who really wants to keep them from "listening in" can use readily available encryption technology.
As the government spends more time and money snooping on U.S. citizens, more people are going to start encrypting ordinary email, etc. The result will be the amount of data they have to crack (assuming that they even can) will quickly exceed their capacity to do so.
